SimCity 4 is a city-building simulator where you govern one or more cities from empty land to functioning metropolis. You pick a map segment, then switch between three modes. God mode lets you terraform terrain—carving rivers, raising mountains, flattening plains. Mayor mode is where you zone residential, commercial, and industrial districts, lay roads, manage budgets, and respond to citizen demands. My Sim mode connects to The Sims: import households and watch them inhabit your creation. The core loop alternates between infrastructure planning (power grids, water pipes, transit networks) and reacting to growth. Population density, tax rates, and service coverage drive success. It's granular urban management with a sandbox foundation. Best for players who enjoy spreadsheet-adjacent problem-solving wrapped in a spatial puzzle.
